    F-Gas Regulation (UK) 2024

    Refrigerant compliance checks

    Any system containing fluorinated refrigerants must be checked by an F-Gas certified engineer at set intervals. This duty sits with the building owner from the moment of handover — not the installer.

    Penalty: unlimited fine + mandatory system shutdown

    Energy Performance of Buildings Regs

    TM44 energy inspections

    Commercial air conditioning over 12kW must be inspected by an accredited energy assessor every 5 years. Most building owners are unaware this obligation exists until they receive a penalty notice.

    Penalty: £300 per system, per breach

    HSE L8 / ACOP

    Legionella duty of care

    Where HVAC systems include cooling towers or evaporative condensers, a documented Legionella risk assessment and control scheme is a legal requirement — particularly critical in care homes.

    Penalty: criminal liability, HSE prosecution

    Ventilation & indoor air quality

    Schools have specific obligations around ventilation performance and CO₂ levels. Post-pandemic DfE guidance has increased scrutiny, and inspectors may request evidence of maintained ventilation systems.
