Energy efficiency and decarbonisation are at the top of most business agendas. Utilities are among the biggest operating expenses for commercial businesses, including heating, cooling, and ventilation systems (HVAC).
In recent years, thanks to new and advanced energy-efficient HVAC technology, energy use and carbon emissions can be significantly reduced thus lowering energy bills. However, like all commercial air conditioning systems, they must be regularly maintained to ensure they run safely and optimally.
To ensure that commercial HVAC systems are running efficiently, building managers, landlords and owners have a legal obligation to have air conditioning systems assessed to ensure that they comply with Energy Performance of Buildings Regulations. These are known as TM44 inspections or assessments.




What is a TM44 Inspection?
The term ‘TM44’ is a technical memorandum that guides TM44 assessors. TM44 inspections look specifically at the energy efficiency of air conditioning systems and their carbon dioxide emissions.
Anyone who owns or is responsible for the air conditioning in a commercial building must have a TM44 inspection every five years to legally comply with regulations or they will risk a fine.
Do all air conditioning systems require a TM44 Inspection?
Any air conditioning system with a single or combined effective rated output of more than
12kW must have a TM44 assessment report and a valid TM44 certificate.

What will the TM44 Inspection report include?
A TM44 inspection can be hugely beneficial for businesses because it can identify energy waste and help to reduce energy costs. The TM44 report will also include recommendations that will improve air conditioning system efficiency and lower carbon emissions.
A TM44 inspection includes:
- A visual inspection of the air conditioning system
- An examination of your air conditioning equipment and controls
A TM44 inspection report will include:
- An overall assessment of the energy efficiency and effectiveness of the air conditioning system
- Identify any mechanical or electrical faults
- An assessment of control systems and their effectiveness
- An assessment of whether the installed air conditioning system is adequate for the space cooling and heating needs
- Validating the compliance of refrigerants and mechanical installation
- Identification of any concerns regarding system performance and maintenance
- A summary of key findings and recommendations that will improve system performance and energy efficiency.
On completion of the TM44 inspection and report, a certificate is issued which will be valid for five years.
